As per the cell level pay structure given here http://mhrd.gov.in/sites/upload_files/mhrd/files/7th%20CPC%20Order%20CFTIs.pdf , I am a bit confused as how to calculate the total salary at my position. <br /><br />The basic minimum salary (designated as Entry Pay) as per the 7th CPC recommendation is starting at Cell 1 of Pay level 12 which amounts to 101500. If I understand correctly, this is calculated as follows: (Entry Pay (30000) + AGP( 8000)) X Index of rationalization (2.67) = approx. 101500. So the basic pay always includes the AGP.<br /><br />The HRA may be calculated on the basic only as per the directive https://doe.gov.in/sites/default/files/HRA%20Eng_1.pdf .<br /><br />The DA I think is pegged at 7% as per this directive https://doe.gov.in/sites/default/files/DA_order01012018E.pdf. The TA allowance is a flat rate of 3200, although I could not find any reference to this as per the guidelines given https://doe.gov.in/sites/default/files/TA%20English.pdf .<br /><br />So if I am correct, the calculation of gross salary for Asst. Prof. Grade I at the minimum of the scale is as follows:<br /><br />Basic Pay (101500) + DA (7% of Basic) + HRA (depending on Y or Z category city) + TA + Telephone allowance<br /><br />Is the above understanding correct on my part? The decision was taken at a meeting chaired by Prime Minister Narendra Modi on Wednesday. The official disclosed that the government is n....<br /><br />The official disclosed that the government is not clear on the issue of reduction of retirement age from 60 to 58 years of the central government employees other than Group A owing to the financial burden, likely to be added as pensions, gratuities and other dues of the retiring employees in addition to the salaries to be paid to the new recruits.<br /><br />The official also disclosed that the government is reluctant to reduce the retirement age from 60 to 58 years for other officials than Group A as of now.<br /><br />It is an indication that government does not have an efficient succession plan to ensure the smooth takeover of operations by much younger recruitees or that the retirement age needs to be readjusted upwards.<br /><br />If the reduction of retirement age from 60 to 58 years is implemented, it is going to benefit youths. The young leaders of different political parties and youngsters will welcome the move because it’s to create a confidence among the educated unemployed youth.<br /><br />When we think about the intensity of the feelings of the government’s proposal to increase the retirement age of Group A officers and the fact that other countries have increased theirs bureaucrats retirement age as well, the question that immediately comes to mind is, why would anyone want to continue to work having reached age 60?<br /><br />At 60 years, many bureaucrats are still healthy; they love what they do and feel that they still have something to offer to the work world. They have built up a wealth of experience and honed a variety of skills over the years, especially those who continued to upgrade their skills and knowledge base through short-term, on-the-job seminars, Internet learning, or continuing education in college or university.<br /><br />They are self-sufficient and well able to maintain their independence instead of depending on family members and friends for support.<br /><br />Some senior bureaucrats enjoy the challenge of learning new skills from tech-savvy youth, while imparting some of their experience in return.<br /><br />In many countries across the world, the standard retirement age is 65 for men and women while in our country, the retirement age for central government employees is 60. The Finance Ministry, it is learnt, is not in favour of sharing the additional financial burden of the state governments, as reflected in HRD Ministry’s cabinet note which proposes a salary increase of about 20 per cent for nearly eight lakh teachers working in all Centre- and state-run educational institutions.<br />The proposed pay hike for teachers is estimated to cost the Union government Rs 1,400 crore annually. On the other hand, the collective additional expenditure of state governments will come to Rs 16,800 crore. The HRD Ministry has suggested that the Union government bear half of the states’ additional financial burden for the first three years. This works out to an additional expenditure of about Rs 25,000 crore for the Centre over three years.<br />The Finance Ministry feels that state governments, and not the Centre, should foot the entire salary bill for teachers in state-run institutions and its unhappiness over HRD’s proposed sharing ratio seems to have stalled the Cabinet’s approval which was expected last month. Meetings between representatives of HRD and Finance Ministries on this issue have been inconclusive, said sources.<br />The pay hike was decided upon by the HRD Ministry based on recommendations of University Grants Commission’s Pay Review Committee, which submitted its report to the ministry in February. The ministry accepted the panel’s suggestion to revise a teacher’s starting salary package by a multiplier of 2.72 for professor and above and a multiplier of 2.67 for assistant professor and above.<br />The last salary hike for university and college teachers was implemented in 2006 based on suggestions of the Sixth Pay Commission.
